I have just seen that installshield update service scheduler (32 bit) is running in task manager. If I end the task it fixes the problem but I have no idea what is causing it to be run.
It's not listed in start-up and the ISUSPM.exe file doesn't appear in the registry in anything useful from what I can tell.

Its started from a task scheduler that ends if the computer is running from battery.
To be safe is better to do a complete check.
