Internet Browser won't work

Hello, as is said in the title none of my internet browsers work, my desk computer Is connected to Ethernet and the connection appears to be good. When I try to search something it says 'The site can't be reached, took too long to respond'. I've tried to allow Chrome to access the network in the firewall or with the antivirus settings, but now the antivirus (Avast) won't open.

Can someone please help me? I'll really appreciate it.

Would help if I knew what version of Windows and which browsers you have.

 

Open IE, click on the gear icon, then Internet Options

 

or if you do not have IE then 

search for 

internet options

hit Enter.

 

Click on the Connections Tab then on LAN settings.  Uncheck all boxes.  OK.

 

Restart IE or your browser. And see if it will go to google.com

 

If it still won't go try typing in:

 

172.217.10.78

 

Does that work?  (Should open google.com).  If that works then something is wrong with your DNS.  Try changing it to 8.8.8.8

If that doesn't help:

 

Open an Elevated Command Prompt:
Win 7: Start, All Programs, Accessories then right click on Command Prompt and Run as Administrator
Type with an Enter after each line:
netsh  winsock  reset  catalog
netsh  int  ip  reset  reset.log
 
Reboot the machine.
 
If that doesn't help:
 
Search for:
 
device manager
 
hit Enter
 
Find your Network Adapters and right click on each and Uninstall.
(Do not let Windows remove the drivers)
Reboot
