My daughter has a Toshiba Satellite laptop, purchased Christmas 2015, that originally had some variant of Windows 8, but which we "upgraded" to Windows 10 almost immediately. I am an Administrator on the computer.

 

The accounts that were migrated appear to be ok, but we have been unable to create any new accounts.  The account creation (Settings-Accounts-Family & other people) appears to be ok, but when I attempt to login with the correct password, I get the error "User Profile Service service failed the sign-in. User profile cannot be loaded."  (When I type in an incorrect password, I get a message stating the password is incorrect.)

 

No folder is created for the new user under C:\Users.

 

Some web pages I have read have suggested that I edit the Registry to fix the corrupted profile.  But when I create a new user, no new user profile shows up in the Registry.  I suspect something is wrong with the Default user profile.

 

Using regedit, under Computer\HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\ProfileList, I see 5 profiles, with these ProfileImagePaths:

S-1-5-18 -- %systemroot%\system32\config\systemprofile

S-1-5-19 -- C:\Windows\ServiceProfiles\LocalService

S-1-5-20 -- C:\Windows\ServiceProfiles\NetworkService

S-1-5-21-[long number A] -- C:\Users\Chris  (me)

S-1-5-21-[long number B] -- C:\Users\heath (my daughter)

 

I can edit my own profile, but I think there is nothing wrong with it.  I cannot tell which profile in the Registry corresponds to the Default User, or even if one was ever created.

 

On my file system, there exist folders for C:\Users\Default and C:\Users\Default.migrated.  The Default folder has an "NTUSER.DAT" file but it's a binary file and I don't know how to tell what could be wrong with it.

 

Any suggestions would be greatly appreciated.

Hi,

 

Try to logon using the new user account then execute the following to see if the system is recording anything about the problem.

 

Download MiniToolBox and save the file to the Desktop.

  • List last 10 Event Viewer log

Click on Go.

Post the resulting log in your next reply.

Hi,

 

Lets try a fix...

 

Download Windows Repair (All-in-One) Portable (use the Direct Download button)

  • extract the tweaking.com_windows_repair_aio.zip to c:\Windows\TEMP the zip will extract to a folder called Tweaking.com - Windows Repair
  • execute the file Repair_Windows.exe from the Tweaking.com - Windows Repair folder, accept the Security warning and the EULA
  • click the button Jump To Repairs
  • click the Open Repairs button to access the following screen:
    WindowsRepair.png
  • click the box All Repairs to uncheck all the box's
  • check only the following box's:
    • 01 - Reset Registry Permissions
    • 02 - Reset File Permissions
    • 03 - Reset Service Permissions
    • 25 - Restore Important Windows Services
    • 26 - Set Windows Services to Default Startup
  • check the box Restart/Shutdown System When Finished > Restart System
  • click the Start Repairs button

 

After the restart try to logon with the new user.

Ok, I ran the Windows Repair tool, then tried to login, but I got the same error. I tried to create another new (local) account, but that did not work either. Both times I got the same message as before: User Profile Service service failed the sign-in.

 

(I ran the Windows Repair tool twice, the first time under my daughter's account, then tried a second time under mine.  The 2nd time, I also checked box #31, Restore User Account Control settings.)

 

I reran the MiniToolBox, here is the log. I am also attaching the Windows Repair tool logs.

Hi,
 
The repairs are done system wide there is no need to run them from different users.
 
Run this check please
  • Download SFCFix.exe (by Niemiro) and save it to the Desktop
  • Run SFCFix (accept the security warning and follow the instructions on the screen)
  • Upon completion, a log file SFCFix.txt should be created on your Desktop
  • Open the SFCFix.txt log and copy & paste the contents to your post

Download SystemLook from one of the links below according to your OS Architecture and save it to your Desktop.

Hi,

 

Most likely the registry for the Default user is damaged!

 

- rename the file c:\Users\Default\NTUSER.DAT to c:\Users\Default\NTUSER-bad.DAT

- download the attached Attached File  NTUSER.zip   34.98KB   118 downloads and extract the file to c:\Users\Default\ it contains the default ntuser.dat file from the Windows 10 DVD

- rename the file c:\Users\Public\NTUSER.DAT to c:\Users\Public\NTUSER2.DAT

 

After this try to create a new user, I'm not sure the change will apply to already created users that the profile copy failed before.

Good. Did the fix work only for new users accounts or also for the ones you created before?
