My "first executed" programs are much louder than the rest?

Say I want to listen to music while playing a game. If I play the music first then load the game, the music will be much louder than the game. If, without changing anything, I then close both, open the game first and then the music, the game ends up much louder than the music. Also if I close the program that is currently louder, the quieter program then jumps up in volume back to normal. It happens like this consistently so I'm assuming it's a "feature". Is there a way to turn this off?
