One possibility is Windows Search Indexing. Another would be some type of malware (malicious software).

There should be more, much more. In Speccy, click File > Publish Snapshot, then click Yes to allow Speccy to proceed. Speccy then publishes the profile and creates a unique randomized URL to it. Copy that URL and post it here in a reply to this Thread.

One thing I noticed in there is "Running: Dell DataSafe Online" in there, which according to Dell "back up data continuously over an Internet connection (preferably broadband) to a safe, remote storage site."

Before posting back did you check out Dell DataSafe Online as mentioned by SpywareDr?
As an asides mkdsk, please note that we are all volunteers who give our time for free and none of us can be here 24/7 due to work and family commitments, we are not all in the same time zones so sometimes there may be a delay between replies, bumping your thread will not get you a reply any quicker so please refrain from doing so, thank you for your understanding.
Problems that we can see in Speccy have been highlighted in red.
Windows has not been updated in months and you have failed updates going as far back as 2014 and continue right up to 7/6/2017, this is most likely due to the shortage of free storage space on the hard drive, this also one possible reason why you could not upgrade to Windows 10 when it was free.
There are low PSU and CMOS battery voltage readings showing.
The low storage space on the HDD has been explained above regarding one possible reason why Windows cannot be updated.
As a starting point, you need to free up between 70 and 80GB of free space on the HDD and then get Windows 7 fully up to date as you are at risk of malware attack while it is not, post back with an update when this has been done.

To free up the storage space, you need to back up all of your important data** and uninstall any unused programs and games etc.
** Ways to back up include USB thumb drives, burning to disk, if there is room in the chassis for an additional HDD fit one and back up the data to that and finally using an external USB hard drive.

How to either Stop or Uninstall Dell DataSafe Online:
If you simply want to stop "Dell DataSafe Online" from running, press [Ctrl][Esc], type in msconfig and press [Enter]. Click the "Startup" tab, deselect (uncheck the box next to) "Dell DataSafe Online", click "Apply", click "Ok" and then reboot, (click the Start button, click the arrowhead to the right of Shutdown then select "Restart").
If you want to uninstall "Dell DataSafe Online", press [Ctrl][Esc], type in appwiz.cpl and press [Enter]. Scroll down, right-click "Dell DataSafe Online" and select "Uninstall".
How to use the Windows' Disk Cleanup Utility to clean up some unnessary files:
Press [Ctrl][Esc], type in cleanmgr and press [Enter]. Click "OK" and wait for it to scan the hard drive. When it's ready, make sure there is a checkmark in each little box then click "OK", then click "Delete Files". When it's done you should have more free space on your hard drive.
How to check for Windows Updates:
Press [Winkey][Pause] (or click the Start button, right-click "Computer" and select "Properties"). Near the bottom left, click the "Windows Update" link, then click the "Check for Updates" link. When it's done finding all the updates you need, select them all, click "OK" to start the download and installation.
How to correct the low CMOS battery voltage:
This requires replacing the computer's CMOS battery. On most of today's motherboards, the CMOS battery looks quite a bit like a Knickle (US 5-cent piece) and is labeled CR2032. To remove it, power the computer completely down first. Open the computer case, find the CMOS battery, gently pull back a bit on the little metal clip that's holding it in and lift the battery out. Most drug and grocery stores carry this battery for a couple of bucks or so. Insert the new battery and close the computer case back up. When you first boot the computer, it'll probaby fuss that the date and time are wrong and request that you set them correctly. Do so, then select "Optimized Factory Defaults" for the other settings, Save your changes and Exit.
How to correct the other incorrect voltages:
To do this will require replacing the computer's PSU (power supply unit). If you've never done this, recommend asking a friend that has if they can give you a hand.
