I don't have a new PSU to install

Press [Ctrl][Esc], type services.msc and then Stop "Dell DataSafe Online" and/or "NOBUAgent.exe", then reboot and recheck to see if it's running again. If it is, you may want to uninstall it (as it could be why your Activity Light is constantly blinking). If you do want to uninstall it. press [Ctrl][Esc], type appwiz.cpl, right-click Dell DataSafe Online and select "Uninstall".

38.7 GB. I have less now then I had before.
Didn't help.
Then you'll need to either uninstall some programs you no longer use, move some of your personal files off onto another drive, or replace that drive with a larger one ... or maybe a combination of all of the above. Time to "clean out the closets", or "garage", etc. You get the idea.
