I am about to upgrade from an nVidia GTX-770 to... something better. I am kind of thinking like, a GTX-980, which I can get for a decent price. But would I be better off with another GTX-770 and have the two 770's in an SLI configuration...?

when it comes to SLI - it is very finicky and greatly depends upon the games your play whether or not they support sli. A quick check shows the 980 still runs about 500 usd. I would strongly suggest anything in the 10xx series from Nvidia would be recommended. Sweet spot for price and performance would be the 1060. really comes down to what your budget is.

That being said, I do have one other question if I may...
Besides the 2gb GTX770 GPU, my system is an i7 4970(4790?) at 3.6ghz, 16gb of 1866 DDR3, and an MSI Z97 SLI+ main board. Is it safe to say that the GTX770 is the bottleneck in my system?

your system is based on haswell cpu. Should last you for a while. Video card is the bottleneck.
