I have an oculus and when i go to set it up it tells me i need two updates and when i go to download them they tel me that they are already installed. Any ideas?

I don`t use Oculus Rift but when it comes to update problems one of the first things to try is create a new system restore point > uninstall the update/s > restart the computer > reinstall the updates and see how it goes.
Ah, Windows updates and not for your hardware, knowledge base info for KB3033929 here and here I wouldn't suggest that you start making changes in the BIOS though.
Download then run Speccy (free) and post the resultant url for us, details here, this will provide us with information about your computer hardware + any software that you have installed that may explain the present issue/s.
Have you got a link to the Oculus Rift device that you are trying to set up.
You do have a lot of failed/missing Windows updates, not sure it it is your problem here tbh but it needs sorting anyway, download and run the Windows Update Troubleshooter
