I go to start, press restart, screen goes black but never reboots, I end up having to shut it down and starting again,

Is the screen on for a while and the goes black? I dont understand if it is black how you are able to see start > restart? Do you recently perform any Windows or drivers updates? Are you able to boot into safe mode and see the screen properly. If possible run the following utility or at the least provide your make and model of computer. If Custom, then provide the hardware details.

it may be that if you do not see the Windows startup screen have ram memory failures, carefully remove the cabinet cover and remove the ram. Replace and turn on.
