Have been setting up a website on www.web.com. The header to the web pages is no longer visible or accessible to me. Others who are working on the same website are not having this issue. Cannot figure out why I alone am having this problem. I did a system restore in Windows but this did not resolve. Tech support at web.com was unable to resolve. Everything looks fine on their end. And I did not have this issue initially.

How are you trying to view the "header" on your web site? Using the "View Source" when viewing the site when not logged in, not seeing when logged in and trying to edit your page(s) or what? Do you have your web site downloaded to computer and working on it with a local web editor? Not sure what doing a Windows System Restore would have on your problem.
Also, are you referring to code content between the HTML header tags and before the opening body tag on the page or the content between the header tags after the opening body tag as used in HTML5?
Maybe a link to your site if it is content that should appear on the page(s) when viewed in a browser.
