History of problem:

Windows 10 couldn't update to 1709 at all. Computer wouldn't boot up. Took it to a shop. They installed a new Windows 10 with the latest updates.

Now I can't send and receive in Outlook. The account settings are correct.

Possibly try uninstalling the Mail and Calendar app and downloading/installing fresh from Micro$oft's Store for Win 10. Thinks  Mail and Calendar is correct link. Mail and Calendar for Windows 10 FAQ.

How to reinstall the Mail app on Windows 10
  1. Open Store.
  2. Do a search for “Mail and Calendar”.
  3. Click the app from the result.
  4. Click the Install button to reinstall the apps again.
  5. Go to Start menu, open the Mail app, and complete the setup.

Fix problems with apps from Microsoft Store: run the troubleshooter

Probably doesn't have any relavence:

1) Ensure Outlook is not running in compatibility mode

2) Run the Troubleshooter Programs listed in Win 10 Settings that may be related to your problem

3) Additional info: Windows 10 mail app error - Error Code: 0X8007000e

4) Not sure if this would even be relevant: Description of the Outlook 2010 hotfix package (Outlook-x-none): December 11, 2012

Thank you. I am all fixed as I uninstalled Office 2007 and bought Office 365. I was told that Office 2007 is incompatible with The 1709 Windows 10 update.

Strange. I have been using Office 2007 with Win 10 version 1709 for over a year now. There is a new Windows version out now: Version 1803.  There should not be any problems with updating Windows 10 if you are already running it on your computer. Some people have had problems, but Microsoft does patch the bugs so there is no problems. If in doubt about upgrading, you might want to check this out:

Windows 7, 8.1 & 10 compatibility testing for Windows XP, Vista & 7 computers

I would not recommend having some "repair shop" do a complete install just because you can now update to new version. I had similar problem, but it was because there were many updates that needed before operating system updated. Same problem with update to version 1803. Although I keep my updates current, seems there were additional updates required for 1709 before the operating system could be updated to 1803.

As quoted from Microsoft support:

1) Can I use Office 2007 on Windows 10?

Thank you for contacting Microsoft Community. Your interest in Windows 10 Technical Preview is much appreciated. YES, Office 2007 is compatible with Windows 10, I suggest you to follow the link Compatibility center and check if it helps. However, you may upgrade to the latest Office version.

2)

Which versions of Microsoft Office work on Windows 10?

The following versions of Microsoft Office with the latest Service Packs have been confirmed to be compatible with Windows 10:

Older versions of Office such as Office 2003 and Office XP are not certified compatible with Windows 10 but might work using compatibility mode.

Original poster has already purchased Office 365, but Office 2007 WILL work in Windows 10. I am using Windows 10 Pro version 1809 and Office 2007. Been Using Office 2007 ever since Win 10 came out. Micro$oft also states Office 2007 is compatible with Windows 10.

Try to configure your Antivirus program and Windows firewall and enable unrestricted access to Outlook. This may work.
