Older Flat-Panel Screen Blurring

It's a Dell 1501 FP monitor and after it's been on about an hour, the display starts to look fuzzy near the bottom right side, then quickly spreads until the whole display area is affected (see attached photo). It's attached to an old Dell Dimension XPS T800r desktop running Windows 98. What is the most likely reason for this?

Overheating inside the PC.  Shut it down but leave it plugged up.  Open it up.  Clean all heatsinks and vents using a vacuum cleaner hose and a small brush.   It's OK to remove the fan to get to the heatsink but make sure you put it back pointing the same direction. DO NOT DETACH HEATSINK FROM CPU or you will need to redo the thermal paste.   Don't forget the fan in the power supply.
