When I start my computer my firewall is turned off

Everytime I restart my computer my microsoft firewall is turned off; even when I turned it on before restarting. Also, my Zonealarm Pro sometimes says it had a problem initializing and can't start up (I press Ok to turn it then I have to go to Programs and turn it on manually and that usually works). I have run AVG, and Adaware, and went to Housecall to check for viruses and they have found none. DO I have a problem ?? I was guessing that the initial firewall protection was turned off by something which left my computer vulnerable when I first turn it on..... any suggestions? Thanks..
