I am still confused on using Windows 10 File Explorer to RENAME a file; welcome help.

Sometimes when I highlight the file and rightclick it I see a list of options including Rename the file. But other times the Rename option does not show up. Why is that?

How can I Rename the file when the rename option does not appear?
