EDIT: PLEASE CLOSE THIS THREAD - The sole cause for all of these problems is the-now apparently EXTREMELY sh*tty version of the card i bought, namely a Gigabyte RX 580 8gb which i found out by completely reformatting my computer and having these problems exist + extensively researching it to find out every aspect of the slapped-on cooler (which they're charging extra for) is a complete pile of junk, both it's flimsy plastic front-case all the way down to the irreparably awful software & firmware.
I plugged it out, wiped all old display drivers using DDU just like i did 20 times before, plugged in my old, half-broken card, installed basically the same drivers and.. Woah! It works with Speedfan, MSI Afterburner, Wattman.. All together, installed and running on the same time! Technology is so weird, man.. [bleep]! I can even adjust what fan-speed i want right now? CRAZY!.... Card returned.

I recently purchased a Gigabyte RX 580 GPU after having an awful R9 270 that had one of it's fans stop working on me due to friction just a few months after purchase.
Initially the new card worked flawlessly, but after 2 days of getting me absolutely amazing temperatures at 22C* idle & 55C* tops with great performance under load, the fans have decided to stop spinning in next to all circumstances after i was in the midst of playing Deep Rock Galactic. Here's my current checklist:
1. I upgraded this from an r9 270 and I made sure to use Display Driver Uninstaller (DDU). The process of swapping them & installing the latest non-beta 18.9.3 drivers was painless and worked fine for a few days as mentioned and in my 5+ years of experience of installing drivers & software & swapping GPU's this program has always been more than sufficient.
2. As the Wattman AMD Fan Control software was completely unresponsive as usual (normal for AMD, but displaying correct values), I opted to using Speedfan to have direct control of fan speeds which had served me fine for the last decade or so. Again, this worked fine initially with the GPU being perfectly responsive on what % speeds i put it to, which was usually around 50%.
3. After the fans refused to spin no matter what (Even at 80C*: https://i.imgur.com/0PUJnli.png ) I tried downloading Afterburner (and Argus Monitor) and using the "Force" function in the user defined automatic fan speed control with no change: https://i.imgur.com/uFca00c.png - This keeps being the case even after multiple attempts of uninstalling Speedfan & Afterburner & reinstalling newest drivers repeatedly and then restarting multiple times. Weird thing is: All of these programs REPORT that the fans are spinning when they physically are NOT or at extremely low RPM's over what reported % RPM the card has been ordered to be at.

More things i tried & observed:
The card will randomly and spastically spew up to 5-2500 RPM for a second once it started reaching very high temperatures: https://i.imgur.com/FTFfpW5.png using Wattman.
I tried using the AMD uninstaller + DDU.
Uninstalling all third party stuff such as Speedfan & MSI Afterburner, though not sure if just "uninstalling" them is enough to remove fan controller conflicts?
Installing very latest AMD drivers WITHOUT their "Settings option"; AKA no Wattman or other accessories.
Running a few tests in games, the card is nearly dead-set on NOT using the fans (despite them working) and will instead massively thermally throttle itself once temperatures of 80-90C* are reached with Wattman.

Which brings me to my question: Is this a dead/faulty card or is there some major driver/fan control tomfoolery that's happening which is not being resolved by DDU & program uninstallers? Why did it work fine initially with speedfan and then just decide to belly-flop up randomly? I didn't even restart my PC before it decided to have it's fan stop spinning in the middle of a game.
