Drive E Renaming problem

Having diffulty with Drive E.  I inserted flasdrive into PC this morning which the computer recognized as E drive.  However shortcut wouldn't work so assuming it was compromised for some reason I deleteded it and made another.  The new shortcut labels itself as Drive F.  The Driv e E is still in Recycle Bin.  Is there anyway to get a drive labelled Drive E back that will function.

Press [WindowsLogoKey]+[R], type in diskmgmt.msc and press [Enter]. Right-click your drive F: and select "Change Drive Letter and Paths". Click the "Change" button, then over on the right, click the pull-down menu currently showing "F" and select a different drive letter that is not in use. When finished, click Ok > Yes.
