I have 2 monitors (both have hdmi and vga ports).

The hdmi ports are cabled to my pc.

The vga ports have cables that are used for my laptop.

I am tired of having to restart (unplug hdmi cables) when wanting to use the laptop.

Is there a switch or a splitter that I can run out of the hdmi ports on the monitors and connect both the vga cables from the laptop and the hdmi cales from the desktop?

I can't find any that do what you want at a price I would be willing to pay. The closest I can come is a 4-Port,
Dual-Head HDMI (4K/60Hz) Ultra-HD KVM switch w/ USB 2.0 and Audio
UHDN-4P-DUOS
$700.52 This only switches HDMI so you would need a pair of VGA to HDMI adapters in addition. VGA to HDMI, GANA 1080P Full HD Mini VGA to HDMI Audio Video Converter Adapter Box with USB Cable and 3.5mm Audio Port Cable Support HDTV ($10.89 each Amazon)

If you don't mind using two switches you could get a pair of IOGEAR 2-Port HDMI Cable KVM Switch with Cables and Audio, GCS62HU ($57.89 each on Amazon) but you would still need the VGA to HDMI adapters. There are cheaper KVMs around but the reviews are not that good.

If you wanted to use the VGA ports on the monitors instead of the HDMI you can use 2 cheaper KVM switches such as the UGREEN USB KVM Switch Box 2 Port VGA Video Sharing Adapter 2 in 1 Out Manual Switcher with USB Cables for Computer, PC, Laptop, Desktop, Monitor, Printer, Keyboard, Mouse Control ($!8.89 each Amazon)or a single
IOGEAR 2-Port Dual View KVM Switch with Audio and USB Peripheral Sharing, GCS1742
($134.99 Amazon) + 2 HDMI to VGA Adapters VicTsing HDMI to VGA Adapter Converter Gold-Plated for PC, Laptop, DVD, Desktop and Other HDMI Input Devices - Black (7.99 Each Amazon)
but I expect the video quality would not be as good.
