Have a XFX Radeon HD 4650 graphics card. Noticed it has a connection called HDTV out. Can you connect to it and how?

Please note that the more VRAM that a video card has the larger the TV that you can use before suffering poor picture quality, example, a video card with only 512MB of VRAM would not be very good on a 32" or above HDTV.
