I did an edit on your speccy log to remove the serial number. 

 

Hard drive appears to be in very good shape and recently replaced.  Temps look OK so it doesn't appear to be overheating.  Probably whoever replaced your drive also cleaned the heatsink as old laptops almost always overheat because of clogged heatsinks.  Wifi appears to be OK and on a channel without a lot of interference.  The main thing I don't like in Speccy is that you only have 4 GB of RAM so it will be a bit slow loading but that wouldn't cause your current problem.

 

SFC Junk:

 

The file that was corrected by SFC is associated with checking the hard drive for errors.  Don't think it would have caused your problem but just in case I would let it run a disk check:  Right click on the C: drive and select Properties then Tools then under Error Checking, Check.  It usually tells you that you don't need to scan but go ahead and let it scan your drive anyway.

 

Uninstall HitmanPro 3.8.  While it sometimes finds malware it tends to remove it incorrectly which can leave the PC unbootable.

 

Download OOSU10.exe:

Download and Save it (You will get a popup while it's downloading.  You can X out of it)
then Right click and Run As Admin.
Allow it to make a System Restore Point.
Click on Actions then on Apply Recommended Settings.

Close the program and reboot.

After each major update it's wise to rerun the program and Revert the changes.

 

This turns off a lot of unnecessary talk between Windows and Microsoft and blocks some of their ads.

 

Search for

 

services.msc

 

hit Enter

 

This should bring up the Services menu.

 

Scroll down to Sysmain

right click and select Properties.  Stop the service.  Change the startup type to Manual OK

 

 

 

Let's run Process Explorer again and see if Interrupts is still over 1.4 % CPU usage.  Rerun Latency Monitor as before and post the same info.

 

The license issue doesn't look good:

You have an old version of Win 10.  In Version 1809 Superfetch was renamed to SysMain.  I have version 1903 on my PC.  Go ahead and turn off Superfetch instead of Sysmain.

Appears Chrome's software_reporter_tool is running.  It does this once a week to check for bad software and extensions.  Usually only takes 20 minutes but I expect it is annoying Kaspersky which has to check each file that the tool looks at which is why Kaspersky is using so much CPU time.  Then again Kaspersky may be running a scan.  Hard to tell.
 
Following is a blurb on the tool.  No need to turn it off unless when you rerun Process Explorer it is still running.
 
You didn't post the latency monitor stats.  Just the Process Explorer log a second time.
 
Please rerun both and post.
