Image Saving File Format/Utility?

I have need to save various images, not to cloud but to USB memory stick. I'm seeking a file-format (like pdf but without the excessive compression) utility that will allow me to re-caption my images with plain-English titles and the ability to group them into individual "albums" as desired. Image editing is not a requirement.  Can anyone recommend something suitable (send me a link if possible).

There are lots of ways and programs to add captions to jpgs.  See if any of these do what you want:
