A friend of mine played a joke on me by setting my desktop background to a pretty gross picture he found on the internet. All fun and games, and I reset it to something else, but now every time I start up or shut down my computer, the picture flashes on the screen for about 10 seconds <_< . Its annoying and I can't find where it is saved, any thoughts?

Try Putting a New Desktop Up, then changing it and putting your current one back up, I had experience with this, where it would come up when I pressed CTRL+ALT_DEL, like it saved the last desktop I had, so try that.
