Cleanup shows these files in Downloaded Program Files but does not remove them.  Can I delete them?

Disk Cleanup can delete files not in used from Downloaded Program Files folder. To start Disk Cleanup, click Start | Programs | Accessories | System Tools | Disk Cleanup.

I use Disk Cleanup once a month.  It does not remove these files.  Not sure why.

Disk Cleanup categorizes downloaded program files as ActiveX controls and Java applets downloaded from certain Web sites and temporarily stored in the Downloaded Program Files folder.

Looks like they have been there since 2016.  Can I delete them?
