Windows 10 Recycle Bin

I am having an issue with the recycle bin in Windows 10.  I can not did[at the properties.  It says properties are not available for this item.  O deleted the $recycle. bin file, a cleaned the registry.  Nothing works.  Also, I don't have the empty the recycle bin in eth drop down menu.

Just Glary Utilities and CCleaner.  Did you read the files?  What is wrong with my system?

Don't use those cleaners  any more,
 
Have you tried a system restore ?
 
Here's how
 
Open Start.
    Search for Create a restore point, and click the top result to open the System Properties experience
    Click the System Restore button.
    Click the Next button.
    Select the restore point that you want to use on your computer. Go back to before you had this problem an see what that does.
