OK. SFC didn't find anything which is good in a way.

 

Your error logs shows a possible problem with your memory.

 

Run the built in Memory check and see what it says:

Also we need to see if we can figure out what is causing the high Interrupts.  Usually it's a driver.  I'm guessing it is probably your Intel graphics but let's see if this program can help:

Latency Monitor:

Go to

http://www.resplendence.com/downloads

Scroll down to

System Monitoring Tools

and then find

LatencyMon 6.70 (or it may be a higher number if they update)

Click on Download free home edition

Save it then right click and Run As Admin.  It will install and then start the program.  
It will tell you to click on the Start button but there isn't one.  
Instead click on the green arrowhead (looks like a Play button).   Let it run for at least 20 seconds.  Then hit the red box to stop it.

Edit, Copy Report text to Clipboard then move to a REPLY and Ctrl + v to paste the text into a reply.

I am trying to bring up the MemoryDiagnostics-Results.  A pop up states that it cannot find the path.  I ran the tool twice.  Am I doing something wrong here?

Usually if the memory test ran and failed it leaves a notification down in the lower right.

 

Search for

task scheduler

hit Enter

Click the arrow in front of Task Scheduler Library

Click the arrow in front of Microsoft

Click the arrow in front of Windows

Click on Application Experience - in the pane to the right you will see at least two tasks.  Right click on each task and DISABLE.

 

Then reboot and after about 5 minutes rerun Latency Monitor for about 20 seconds and post the summary again.  Also click on the Driver tab.  Click on the Total Execution (MS) column header twice so that the big numbers are at the top.  Take a screen shot.  Save it as a .jpg and attach it to a reply

On the Processes tab, click on the Hard Pagefaults column header twice to bring the items with pagefaults to the top then take a screen shot and attach it to a reply.

Also see if they have a new driver for your intel graphics

 

What make and model and serial number is this.  Should be on a sticker on the bottom or it might be engraved on the bottom.

You currently have the top one.  Speccy says you have the Braswell chipset so I would try the third one

 

Intel High-Definition (HD) Graphics Driver - Braswell(Windows 10 v1803)

20.19.15.4835 Rev.

 

 

 

Intel usually won't install if the hardware doesn't match so it shouldn't hurt anything.  If it doesn't like it then try the second one.

 

Reboot when done and run a new Process Explorer log and post it.

We are making good progress.  System Idle is almost where it should be and Interrupts have dropped to just slightly above where I'd like to see them.  Should be almost back to normal.

 

Search for

device manager

hit Enter.

Find the Network Adapters and click on the arrow in front to open them up.  (may already be open) Find your Wireless or Wifi driver.  Should be Realtek RTL8188EE  Right click on it and Update driver.  Tell it to Search Automatically...

Did it find anything?  The Windows Update Catalog shows a newer version so you would think it would.

 

 

Download OOSU10.exe:

Download and Save it (You will get a popup while it's downloading.  You can X out of it)
then Right click and Run As Admin.
Allow it to make a System Restore Point.
Click on Actions then on Apply Recommended Settings.

Close the program and reboot.

(After each major update it's wise to rerun the program and Revert the changes.)

 

Then give me a new Process Explorer log and Latency Monitor w/ the drivers tab screenshot.
