Try the shortened version of reinstalling Windows first, see Reset your PC from Settings info here

I have done the "Keep my files > Change settings > Preinstalled apps On" and the computer seems to be running a bit better. I think we can close out the the thread in hopes that this has done the trick. I will keep your advice handy as far as purchasing some more RAM and let you know if the problem persists. Thank you for your time and help with this matter. I appreciate your hard work.
