After a failed Safe Mode / Restore to previous date (was finally able to do it on regular windows boot but not in Safe Mode), my security shield icon went missing so I put it back - but when I tried to run a scan by right-click/Run Quick Scan it says:

Your IT administrator has limited access to some areas of this app, and the item you tried to access is not available.  Contact IT helpdesk for more information.

I don't have an IT administrator/helpdesk.  Just me and my single laptop.

It won't update the latest definition, either.  Gets to 100% installed then slings an error at me.  (0x80070643)

I was able to start a scan by going to windows icon / settings / windows security / Virus and Threat Protection, but it just sits there and won't begin the scan.

When looking up version/build info (Settings/System/About), the Virus and Threat Protection has a BLACK DOT instead of a green check.

Also, isn't Virus and Threat Protection supposed to be listed in the main window when I click the shield?  It isn't.  What's wrong with it?  What in the world have I done???  I can't figure out how to fix this.

Please advise and thank you.

See if you can get FRST to work:

  • Get FRST from http://www.bleepingc...very-scan-tool/You need to download the appropriate tool for your PC.  If you don't know if you have a 32 or 64 bit system get them both.  Only one will work and that's the right one.
  • Right click to run as administrator (XP users click run after receipt of Windows Security Warning - Open File). When the tool opens click Yes to disclaimer.
  • Check the Addition.txt box
  • Press Scan button.
  • It will produce a log called FRST.txt in the same directory the tool is run from.
  • Please copy and paste log back here.
  • It will generate another log (Addition.txt - also located in the same directory as FRST.exe/FRST64.exe). Please also paste that along with the FRST.txt into your reply.

Smart Screen, Windows Defender and Avast have all been blocking FRST recently.  It's a false positive so pause your antivirus when downloading or running FRST.  If you get a message saying Smart Screen has blocked it you can click on More Info and you will see an option to Run Anyway.
