Can you create a second user and then logon as the new user and see if it's still slow?  That would eliminate a messed up user profile.

 

If that doesn't help then:

 

Get Process Explorer

https://live.sysinte...com/procexp.exe

Save it to your desktop then run it (Vista or Win7+ - right click and Run As Administrator).  

View, Select Column, check Verified Signer, OK
Options, Verify Image Signatures


Click twice on the CPU column header  to sort things by CPU usage with the big hitters at the top.  

Wait a full minute then:

File, Save As, Save.  Note the file name.   Open the file  on your desktop and copy and paste the text to a reply.

Ok I tried that with no luck. By now I have done over 20 installs all fresh with a formatted drive each time. Sometimes I can get a bit more speed but after a bit of time it goes back to no speed.

 

I can't run this program I get this error:

Not able to run on this version of windows:
Missing function: winsta!WinstationconnectW

When I close error window i get this:

the instruction at 0x00000000 referenced memory at
0x00000000. The memory could not be written.

Ok I solved my issue with win 7. I have 2 win7 disks a 32 bit and 64 bit Home Premium, both would not give me normal internet speeds. Yesterday I download win7 Ultimate and now my comp is running super fast and normal internet speeds. Best $40.00 I ever spent. I want to thank everybody that offered ideas to fix this issue.
