Adding a bookmark that will display one of my text files

I would like to create an entry on my Google Chrome Bookmarks Bar called SS NOTES which will bring up a document file containing my personal data (like my library card number, etc).

 

I know how to add the site name SS NOTE to the Bookmarks Bar. Can someone please tell me how I create the code that will pull up my text file containing that data? (FWIW, the name of that file is:  C:\users\wdc202\master index\Data for Bookmark Bar.odc)

 

Do I have to write special code to do that, or is there an app I can import that will do the job?
