Adding a shortcut icon to a W10 Start bar

I want to add a shortcut icon to the start bar at the bottom of the W10 screen so that clicking it causes the display of a particular page of text of my Open Office Write files. Can someone please tell me the process?  Somehow I am not able to do it.    Thanks. ..... batpark
