Cannot Delete Long File Name PDF

Hi everyone, so I downloaded a PDF that, for some reason, decided to name itself by the first 100 or so words in the document and I am now unable to delete it or rename it.

 

I found that the short file name is PHARM~1.PDF and attempted to use the short file name to delete it using the command prompt, but was unable to do so. I then attempted to use LockHunter to delete or rename the file, and it, too, was unable to do so. I tried disabling the preview pane in Windows Explorer, as some websites suggested that this might have caused the problem, but I am still unable to delete the file. I had also tried running Windows in safe mode to see if I could delete it that way, but it is still unresponsive.

I don't know if this helps, but here I go: 

 

I had this exact problem a few weeks ago, on a netbook with windows xp and Mypal 28 browser, I downloaded a .jpg with a long filename that windows was unable to delete. I tried all of the HBCD 15.2 tools, tried the command 'del'... but they all failed. At the end I had to boot a live linux (Parted Magic) to deal with that file. I guess any linux would do the job; debian, arch, chakra... Be carefull with PuppyLinux, it can screw up your disk filesystem, happened to me once.
