Building an interesting app for an android phone

I'm a total novice, call us a small child in development of apps. I work for aa a self employed couriers firm and they require me to use their app and keep pressing the refresh button to see what jobs are available and where, jobs can be from 7 different depos' and hours on offer can range from a 1 hours to 3 hours. But competition is so fierce that Its very rare for me to find work anywhere as everyone is having to press the refresh button, selecting the location they want to work, and swiping to confirm their work selection. I'm finding that finding work is a complete rarity.

Wondered whether their was a way for me to develop a counter app that will work on the back of the proprietary app provided by the couriers company to keep refreshing the page and finding jobs to a location or two of my choice and a time a time frame thats suitable for me.

Any suggestions on how or where to start?
What to read? Web links? A plan you build this counter app?
