Hi. I confess myself baffled, though maybe that's because I'm just plain ignorant.

 

I've taken delivery of a refurbished PC from a very reputable supplier.  It's running Windows 10 and appears to be healthy.  I'm using it with an ethernet cable leading to a router which is plugged into a microfilter. But here's the thing:  every time I boot the PC up and attempt to go online, it tells me that I have no internet connection.  Whether I try to access the internet via Chrome or via Edge, it's exactly the same.

 

If I let Windows Network Diagnostics do its thing, I'm confronted by the announcement 'ETHERNET DOESN'T HAVE A VALID I.P. CONFIGURATION.'  And yet if I switch off my router and then switch it back on again, the PC connects with it and I can get online.

 

The ethernet cable is firmly plugged in, with its plug illuminated.  Furthermore, if I plug it into my laptop, the laptop connects with the internet immediately without using wifi.  My previous PC, which I bought this refurbished PC to replace, likewise always connected to the internet immediately via the same ethernet cable, which is only about six weeks old if that.

 

Is there a simple way of making my PC grow up and stop behaving like this?  I really don't fancy being doomed to keep switching my router on and off several times a day until the end of time.  If any of you Einsteins can recommend a straightforward fix for this situation, I really would appreciate it enormously.  Many thanks.

Sounds to me like DHCP Client service is slow starting.

 

Search for

services.msc

hit Enter

Scroll down to DHCP Client and verify that it is set to Automatic and that it is running.  To change:  right click on Properties and change Startup Type: to Automatic.  Apply.  Press Start  (If it is running, press Stop wait for it to stop then try to Start it.  Does if start right away?  Or give an error)

 

As an alternative to restarting the router try using ipconfig:

 

Open an Elevated Command Prompt:

Type:

ipconfig  /renew

Hit Enter.

 

I suppose there could be something wrong with the networ adapter or its driver.

 

Search for

 

device manager

hit Enter

(Click on the arrow in front of Network Adapters)

Look under Network Adapters for your Ethernet Adapter.  Mine calls itself Realtek PCIe GBE Family Controller but yours may say something else.  Ignore the WAN Miniport stuff and any with Wireless in the name.  What's left is probably the Ethernet Adapter.  Right click on it and select properties then click on the Details tab.  
Change Property to Hardware IDs.  Click on the top one then right click and copy.  Paste that into a reply.  Also look on the Details tab and give me the date of your driver.

 

Sometimes just right clicking on the adapter and Uninstall then reboot will help.

 

It may also be a good idea to have windows check the system files for corruption:

 

Open an elevated command prompt:

(If you open an elevated Command Prompt properly it will say Administrator: Command Prompt in the margin at the top of the window)


Once you have an elevated command prompt:

Type:

 DISM  /Online  /Cleanup-Image  /RestoreHealth

 (I use two spaces so you can be sure to see where one space goes.)
Hit Enter.  This will take a while (10-20 minutes) to complete.  Once the prompt returns:

Reboot.  Open an elevated Command Prompt again and type (with an Enter after the line):

sfc  /scannow



This will also take a few minutes.  

When it finishes it will say one of the following:

Windows did not find any integrity violations (a good thing)
Windows Resource Protection found corrupt files and repaired them (a good thing)
Windows Resource Protection found corrupt files but was unable to fix some (or all) of them (not a good thing)

If you get the last result then type:
findstr  /c:"[SR]"  \windows\logs\cbs\cbs.log  >  %UserProfile%\desktop\junk.txt


Hit Enter.  Then type::


notepad %UserProfile%\desktop\junk.txt

Hit Enter.

 Copy the text from notepad and paste it into a reply.


After you finish SFC, regardless of the result:



1. Please download the Event Viewer Tool by Vino Rosso

and save it to your Desktop:
2. Right-click VEW.exe and Run AS Administrator
3. Under 'Select log to query', select:

* System
4. Under 'Select type to list', select:
* Error
* Warning


Then use the 'Number of events' as follows:


1. Click the radio button for 'Number of events'
Type 20 in the 1 to 20 box
Then click the Run button.
Notepad will open with the output log.


Please post the Output log in your next reply then repeat but select Application.  (Each time you run VEW it overwrites the log so copy the first one to a Reply or rename it before running it a second time.)

Coming to RKinner first (and I'm going to have to do this in bits):

 

DHCP client reckons it's set to automatic and is running.  With it running, I tried clicking on Stop, but received the message 'Windows could not stop the DHCP client service on local computer. Error 5: Access denied.'

 

When I went in via Device Manager, the list of Network Adapters consisted almost entirely of WAN Miniport items, leaving only one other item, Intel® 82579LM Gigabit Network Connection.  Under the heading Hardware IDs, the one listed at the top was PCI\VEN_8086&DEV_1502&SUBSYS_052C1028&REV_04

 
Its date was given as 12/06/2018.
 
I tried the elevated command prompt with DISM /Online /Cleanup-Image /RestoreHealth, rebooted and then tried it with sfc /scannow, which resulted in 'System repair pending which requires reboot to complete. Reboot Windows and run sfc again.' I did as asked, but that just sent me round in a circle to the same announcement  -  so I never got to see anything about integrity violations or corrupt files.  Did I screw up?
 
That's as far as I've got so far, but I'll carry on and post the results as I go along.

Check with your PC maker's support page and see if they have a newer driver for your 82579LM.  If not you should be able to use:

This is a super large download (659MB) in zip format so you have to save it then right click and Extract All, Extract.  Then find Autorun.exe and right click and Run As Admin.

Don't know if this applies to your situation:

I checked the Dell Support site and it offers an 'Intel Ethernet Controller Driver', but its release date was in June 2013, updated in December 2019. Is this what I should be downloading or am I barking up entirely the wrong tree?

 

Also, I forgot to say that when I tried the Elevated Command Prompt with the words 'ipconfig /renew', all that happened was that the words 'Windows IP Configuration' appeared below.  Not sure what this means.

I tried the ipconfig /renew with the cable disconnected and got:

This took about a minute to time out after Windows IP Configuration.

 

When I reconnected it had assigned a 169. something address which is what it does when it can't connect to a DHCP server.  In order to change back it was necessary to first run ipconfig  /release

then ipconfig /renew

There is normally less than 30 seconds delay between Windows IP Configuration and the rest of the output.

 

If you run ipconfig by itself it will show you your current address assignment.

When running VEW for Applications all settings except Applications are the same as for System.

 

 

Your System VEW seems to show a disconnected Ethernet so it may be that the driver is slow loading so updating the driver may help.

Hi Waste of Space

Whilst waiting for a fix are you open to try something?

Make sure the computer has internet access - You may have to reboot the router I know.

At the Command prompt type ipconfig  /all press enter.

What is the IPv4 Address

What is the Subnet Mask.

What is the Default Gateway.

What is the DNS Server.

After you have the information type exit press enter

Down on the bottom right hand of the Taskbar will be a network icon right click then left click on Open Network and internet settings.

Under Change your network settings  

Click on change adapter options.

Right click on Ethernet then left click on properties

Click on Internet Protocol Version 4 (TCP/IPv4) to highlight.

Click on properties

Click on Use the following IP address

Fill in the details you took from ipconfig 

Click on Use the following DNS and add what you got from ipconfig. If you only have one dns number that is fine.

Click OK and close out of that section. Do you still have internet. If yes reboot. Do you still have internet after rebooting?

I can't see a new router doing much good since it works fine for your other device.

 

Can you run minitoolbox when it doesn't work then again when it does and post both logs:

 

Please download [url=https://www.bleepingcomputer.com/download/minitoolbox/[/url], save it to your desktop and run it.

Checkmark the following checkboxes:

  • Flush DNS
  • Report IE Proxy Settings
  • Reset IE Proxy Settings
  • Report FF Proxy Settings
  • Reset FF Proxy Settings
  • List content of Hosts
  • List IP configuration
  • List Winsock Entries
  • List last 10 Event Viewer Errors
  • List Installed Programs
  • List Devices
  • List Users, Partitions and Memory size.
  • List Minidump Files

Click Go and post the result (Result.txt). A copy of MTB.txt will be saved in the same directory the tool is run.

 

You probably need to rename the first mtb.txt file before running Minitoolbox a second time so it doesn't get overwritten.

 

Also let's collect some data:

 

Get the free version of Speccy:

http://www.filehippo.com/download_speccy/  

(Look in the upper right for the Download
Latest Version button  - Do NOT press the large Start Download button on the upper left!)  
Download, Save and Install it.  Tell it you do not need CCLEANER.    Run Speccy.  When it finishes (the little icon in the bottom left will stop moving),
File, Save as Text File,  (to your desktop) note the name it gives. OK.  Open the file in notepad and delete the line that gives the serial number of your Operating System.  
(It will be near the top,  10-20  lines down.) Save the file.  Attach the file to your next post.  Attaching the log is the best option as it is too big for the forum.  Attaching is a multi step process.

First click on More Reply Options
Then scroll down to where you see
Choose File and click on it.  Point it at the file and hit Open.
Now click on Attach this file.
