Windows 7 Start: How to reset admin password?

So my Dad has this old laptop with Windows 7 Starter on it. He lost the admin password to it and he can't install any programs.

 

How do I reset the admin password? I tried doing the sethc.exe/sticky keys thing but it keeps telling me access is denied?

When I boot to the command prompt and enter the commands that article tells me to, it says: "System error 5 has occurred. Access is denied."

While we will not help you with getting around passwords we can advise you as to how you can have this resolved using legitimate means, take the computer to a reputable tech local to you or have them come to you, you will need proof of ownership such as the sales invoice, picture ID such as a driving licence/passport and proof of your address such as a recent utility bill.
