Before I do anything else on my end I would like some help to determine what might be happening on my laptops.
Do I have any hacker vulnerabilities?
In April 2020- I woke up from a nap to find a document about my financial credit score opened in firefox browser. That week-I didn't do anything with my finances on my laptop.
In April 2020- I was working at my pc when I noticed the mouse began to move around- I waited to see what move they would make but dlthey didn't ( I got a phone call and also suspect movement from apartment above that may have been to track where I was.)
In April 2020- I switched laptops and still the person connected again)
I have bought malware software and wipe laptop clean regularly to no avail
On April 2021 (coincidentally) I was trying setting up a dedicated ip router when I notice after flushing dns the cmd entry after \system32_ had this: z^z^z
Have you ever seen that in cmd after u successfully run a cmd? I haven't. Maybe the hacker was sending a msg b/c I did call them names in my settings for example computer user name was 'coward_' etc.
I disabled remote desktop, turned off all remote services in windows, disable ipv6 in network adapters, changed dns, use a vpn
When I use vpn sometimes I'm throttled or knocked off from the isp.
I've used straight ethernet but don't feel like ots the best thing to do in terms of privacy after what I experienced.
My ISP's are no help, recently with Optimum Online- I was unable for 4 months to sign in to the modem/router combo settings page!! So I bought a modem and now also using my old routers.
Both my laptops have bios passwords now maybe that helps to protect the root but- the zzz in my cmd line was telling.
I suspect a addicted gambler and her boyfriend next door that sits on their asses, or 1 of 2 other looser males roaming around; one of which behaves like a toddler and capable of asking someone to help them hack me.
In my home in October 2020 I began to hear a beeping sound in one area of my kitchen that seems to me multidirectional- I was told it is the camera motion sensor when cars are passingby' I left a audio recorder on went outside see when cars or people passed- and now know this is not true! Is this surveillance on me? I don't hear it on the first floor - only on my lower level so it must be in my home. How do I find it?
What do you think is going on?
Evertime I wiped my pc and started over, I heard dragging of furniture from upstairs, on on day I dragged after they did that and they stopped doing so after I clean my computer or reset network.

Who could have consistent access?
Do you suspect my ISP or tenants around?
