If one was to try to make a database converter for one text based game to another of the same genre if they are coded similar enough how hard would it be to make it for someone who knows what they are doing?

It depends on the skills of the developer/programmer and extra expierence++ with databases, the database enviroment itself and the functions needed. 

An extra question is: - example: a database converter can be from mariadb/mysql to postgrsql or you can just convert/insert data in into the new tables in BOTH cases converting but the first one has to do with the different DB-type enviroment.
