That's it. No proxy and no odd routes but you left off the List contents of hosts file. The program did clear the DNS cache. I don't suppose that made any difference?
I see you have Kaspersky and also that Kaspersky provides a VPN tho it does not appear to be in use at this moment. Can you pause Kaspersky and try your Instagram again

IG is working now, maybe it was a DNS error

OK If it acts up again, try running minitoolbox and just check the Flush DNS box and see if that fixes it again.
