Non MS apps no longer open

After an internet outage in our area was restored, the windows 10 computer will not open anything other than MS apps (Excel, Edge, Word, etc.). Quicken, Chrome, and other apps will no longer open. Tried to restore but it didn't completely work and now the restore point is gone.
