Task scheduler, here I did everything according to your guidelines.

Unfortunately, I can't cope with OOSU10 - it's in English.
I don't know where to choose what.

See if you can install the latest video driver:

If you disconnect the WiFi does Latency Monitor still stop complaining?  Did you have a browser open when you ran this last Latency Monitor test?

Uninstall:
 
CCleaner (HKLM-x32\...\CCleaner) (I am not a fan of CCleaner and think it does more harm than good.)
 
Gadwin PrintScreen (64-Bit) (There are several builtin screenshot programs and yours is causing problems)  https://www.pcmag.co...s-in-windows-10
 
Maxx Audio Installer (x64) (You can get a new copy later from Dell)
 
WinRAR 6.11 (If this is the free version and not something you paid for)  (Do not reinstall later.  The free version of WinRAR often comes with adware.  Instead use 7-zip.
 
Search for
 
task scheduler
 
hit Enter
 
 
To the right you will see a list of tasks.  Scroll down and right click on each task  and select DISABLE:
 
We just want to disable tasks from third party programs.  Do not disable tasks from the Windows subfolder.
 
In Chrome, click on the 3 dots in the upper right corner.  Then on Settings, then on the three dashes in the upper left corner, then Advanced and scroll down to and click on System.
 
The first option under System says:  Continue running background apps when Google Chrome is closed
 
Turn it off (Click on the slider so that it turns gray)
 
 
and install Ublock Origin.
 
 
 
Close Chrome
 
On your desktop, often there are things like Weather, New, Sports that show video.  If you have any of these, right click and delete or remove.
 
 
 
and reboot.
 
Wait five minutes and then run Latency Monitor again.

In the Control Panel - Add / Remove Programs - this program is not present.
I don't know how to remove it.

I find a schedule of tasks but I still don't understand.

Maxx appears to be a hidden program so let's leave it alone for now.

 

If you search for 

task scheduler

and hit Enter you should get:

I have circled the list of task that I want you to right click and Disable.

 

The tasks in your list will be different from mine.

 

Right click on the first task and select Disable:

Latency Monitor says it is happy but I see compattelrunner.exe is back.  What does UserBenchmark look like now?
