Trouble with windows XP dial up networking

I hope someone can help me because this must be a common problem (or I'm really stupid in which case please be patient with me). I live in India and it seems our dial tones are different from those in US. How can I prevent the computer from waiting for a dial tone before dialing. Since it doesnt recognise the dial tone it says there's none. This option is there in windows 98 but is it there in XP? If yes, where? And if no, is there a workaround? Thanks in advance
