When looking in someone's History folder, what does it mean if they "Work Offline" in Hotmail after they log in?

Usually when something is marked as "Work Offline" the computer downloads more of the content. For example, if you work offline websites, the computer will download the page or html code rather than just saving the cookie to the page. It's so you dont have to be online to check the page, however you won't have the most recent page (if it updates) because you will only have what was available when you last visited.
