Color issue

Help, I'm losing color and all the setting are still the same. All of the sudden (even after rebooting) photos, icons and the web colors are funky. How do I tell if it is the video card going out or the monitor? Could it be something else?

First try to eliminate possible problems, right now it could be anything. Try hooking your video card up to a different monitor. Also make sure all your connections are, um, connected.
What is your monitor type? Video card type? How old?
