Browser Hijacked - Bogus "Comcast" Screen

Thanks in advance for any help with this one!

I have a persistent problem that is preventing Internet access, at least for for web browsing and email access.

When I start either of my browsers, Netscape or MS Internet Explorer, they will only display some apparently bogus Comcast installation software download screen. It tells me to disable firewall and antivirus, and points to a suspect link for downloading. I attached a screen capture.

It displays this same screen for ANY web site that is entered on the address line. Therefore, I cannot access the web at all. It is also blocking email access. So I have to use my PC at work to communicate or get downloads.

Also, the exact same problem popped up on my kid's PC connected by router.

I have tried the latest versions of AVG, Ad-aware SE, WinSockFix Utility, CWShredder, but no change. Since the PC cannot access the web at all, I cannot use anything that requires on-line updates.

Nevermind!

It turns out that Comcast really did do something to my account, they "re-set" it for no apparent reason, and then inserted this registration screen as a default for any browser requests.
It just seemed like a persistant web screen that asks you to turn off all firewall and antivirus software, then asks you to download an installation program was a typical phishing exploit! But that's just how Comcast does business I guess.
