Removing programs that are missing componants

I have a program on my computer that I thought I got rid of, but keeps showing up in the ADD/REMOVE programs list, and when I click remove, it tells me that (C:\program files\pool buddy yahoo\unins000.dat) is missing and can not perform the task that I asked it to.
I thought that I had removed the program but it showed up after I performed a system restore and now I cant get rid of it again because of the missing componant.

reinstall the program, then remove it again
