Computer does not work

Hi,
I can't even log into my desktop. Once I enter my password. I receive a blue screen Security Warning saying:

Toshiba
Model: Satellite 1400-S151

Securiy Warning:

Fatal error in IE has occurred at 0028:COO11E36 in VXD VMM<01> + 00010E36
Error was caused by Trojan-Spy. Html.SmitFraud.C

*System can not function in normal mode. Please check your security setting.

*Scan your PC with available antivirus/spyware remover program to fix the problem

I cannot go any further so I have to log off everytime and log back on and same thing happens everytime. Please help!!!!
