Shell.dll library is one of the core components to the Windows operating system. It contains a number of functions that are fundimental to the correct operation of your system (e.g. the program code for 'dragging and dropping'). This library should not be removed, if it is missing your system will not function correctly.

Sometimes shell.dll is removed by Spyware programs

Try downloading it from Here
and extract it then copy it into both c:\windows\system and c:\windows\system32.
