OK, first thing to try then is lowering the colour depth and resolution. Set the res to 800x600 and the colour to 16 bit or less.
If that doesn't make any difference, lower the hardware acceleration (control panel->system->performance->graphics)

Try this & let me know what happens.
Also, can you confirm whether you get this problem before windows has loaded (eg in the bios screen etc) and whether you experience it in safe mode as well?

Not absolutely sure what you mean - are you saying that you get the same problem in safe mode as well and that the problem starts at the same time as the windows logon box appears?

So it doesn't happen in safe mode at all even after signing on?
If so, then this sounds like a driver issue or possibly a resource conflict.

I assume that the driver you are currently using is the one thats built into XP. Is that correct?

Sorry - I tend to assume everyone is using XP for some reason! (stick with 98se though, it's better)
What version of directx are you running? (type dxdiag at the Run... command to check)

Also, if you go into device manager, click on 'computer' at top of list, then select properties, can you tell me which IRQ the video is using and which other devices (if any) are also using that IRQ?

You're right, it's not using an IRQ, which may be the problem.
Go into the bios & see if you can locate a setting called 'assign IRQ to VGA' or something similar.
