CPU speed decrease

I formated my computer (because of a windows upgrade went wrong), then reinstalled everything again. When i right clicked on my computer (desktop icon), it said cpu 1.35 not 1.8 (what is was before formating). Does anyone now how i can get the 1.8 back, as it effecting some programs.

Check your BIOS settings, the CPU speed normally set within the BIOS if there is such option.
