I have a question I have a customer with the same issue do I do this in safe mode cause that is the only thing I can get to work cant sign in in normal mode.

She has an emachines desktop pc :whistling: :blink:

I'm working on a custom built machine for someone. The problem started when their "system" file was corrupt. After replacing the system file, I ran into the very same problem as the OP (Original Poster)

So I followed the instructions for taking care of the WPAevent timer. and deleted the two WPA files. I have no problem accessing windows when in safe mode, or safe mode with command prompt. But if I try to load windows in safe mode with networking, it continues to give me that same error message. "A problem is preventing windows from accurately checking the license for this computer. Error Code: 0x80090019"

Now this was not a pre-activated machine. I originally built this machine, and installed windows for this person.

I'm wondering if you would be able to assist with my apparent unique situation. :)

Ok, never mind.

I did some more searching. I found another suggestion that was made to register the following DLL's, instead of just the two previously mentioned.

regsvr32 licwmi.dll

regsvr32 regwizc.dll

regsvr32 licdll.dll

regsvr32 jscript.dll

regsvr32 vbscript.dll

regsvr32 msxml.dll

regsvr32 shdocvw.dll

regsvr32 softpub.dll

regsvr32 wintrust.dll

regsvr32 initpki.dll

regsvr32 dssenh.dll

regsvr32 rsaenh.dll

regsvr32 gpkcsp.dll

regsvr32 sccbase.dll

regsvr32 slbcsp.dll

regsvr32 cryptdlg.dll

Now, I'm not sure which of these made the difference, but the computer is working great now.
Just posting this in case anyone needs the info.

Having the same problem. Occurred after i accidentally removed a critical startup file (userinit) and then in the process of attempting repair shift the name of the principle windows partition from c to g.

Regestering all the dll works great. i tried several other post ideas and none worked. I could only boot in safe mode so registering the dlls was the only option. Doing a repair was my last option.

Then go to

start>run, and type
regsvr32.exe licdll.dll

Click OK and wait for the confirmation again.

Reboot the system normally


Does this step deletes everything that was on the computer? Is there a way I can get them back? :S
please help!

NEVERMIND! Sorry! Im so dumb! I was on Administrator Mode.. instead of my regular user :]


Boot into Safe Mode

are they both windows xp home?

If so, I'd be leaning toward a windows repair rather than try and fight with this thing.

Otherwise, what I was going to suggest is that you

1. In the registry, go to HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\
Windows NT\CurrentVersion\WPAEvents

Highlight that folder and then choose and File > Export (as a precaution) then in the right pane double click OOBETimer and very carefully change just the first byte to say

00

Then COPY the two files windows\system32\wpa.dbl and wpa.bak to a
different folder, and the DELETE them from the system32 folder

Then get on the internet and then

Start > All Programs > Accessories > System Tools > Activate Windows
and use Activate on the internet now.

That should only take a few seconds and windows should activate

If any of that gives you any trouble put those files back, and import the registry key back again, before doing anything else.


gerryf i was doing this steps but in the Start > All Programs > Accessories > System Tools > Activate Windows step i cant find the Activate Windows step, its not there, and even if i try to do it, in the safe mode, the Pc is not on the internet.. i dont now what to do, hope you can help me.
