Annoying popup when I turn my computer on, help!

I get this little popup everytime I turn my computer on and I am wondering why it needs to happen every time.

Microsoft AntiSpyware has allowed the Context Menu Handler program tOSHIBA CORPORATION (tosbtshell.dll) to be installed.

File Path: c:\Windows\System\Totbstshell.dll

This program is known to be spyware free.

Do any of you have any information on this .dll file or why this is happening? Thank you!
