add SITES button grayed out for Trusted Sites?

Hello-
I was reading a thread regarding a similar situation: my add SITES button is grayed out for adding sites to my trusted zone. It had a note saying: If your SITES button is grayed out, contact your system administrator.

Right? I'm a home user. My original problem started because I wanted to update my windows software via the Microsoft Update site, and could not do it. I kept getting "installation failed" Review history and click failed icon. When I view history, it doesn't show my latest attempt. I think it starts fro over a year ago?

I was going to add update/microsoft site to my trusted zone, as suggested, and annot, because the button SITE is grayed out, regardless of what level I set the security at.

I want to update my system. Any help would be greatly appreciated!

Win XP / SP1 / IE 6.0 Dell Dimension 4500 preloaded system software.
